Board of Directors

JACK LYNASS (President)

Jack is President and CEO of Black Hills Community Bank in Rapid City and has lived here for the past 8 years. He is a native of South Dakota and has managed banks in the Black Hills since 1985. He was active with many civic groups in Lead and Spearfish, and now in Rapid City. He also serves on the board for Children’s Home Foundation and is Co-Chairman of the SD Game Fish & Parks Outdoor Campus Board. His favorite activities include helping children, especially those with special needs.

STEVE SCHACHT (Treasurer)

Steve joined Ketel Thorstenson, LLP CPAs in 1994 and was elected as a Partner in 1998. He serves as the Partner-in-Charge of the Audit Department and also provides tax return preparation and tax planning services to commercial businesses and individuals. Steve graduated with a Bachelor of Science Degree in Accounting from the University of South Dakota and is a member of the American Institute of CPAs and SD CPA Society.

MONICA BURGESS (Secretary)

Monica retired from Dell Computer in 2000 and has lived in the beautiful Black Hills since 2001. She works with a number of local organizations dedicated to serving children and started working with Special Olympics in 2005. She has a son who participates as an athlete.

MARK HARLOW, MD (Sports Director)

Dr. Harlow is an orthopedic surgeon who has lived in Rapid City since 1992. His involvement in Special Olympics dates back to 1977 when he founded the Northwestern University program that grew to become one of the largest in the state of Illinois. He enjoys devoting time to several local organizations that are dedicated to the service of others in our community.

LT. DAVE STRATTON (Law Enforcement Torch Run Liason)

Dave has been in law enforcement for 35 years. He has been with the Rapid City Police Department for 25 years and currently serves as a Lieutenant in the Field Services Division. He was appointed to the Law Enforcement Torch Run board of directors for SD in 2006 which introduced him to Special Olympics. He is excited for the future of Special Olympics in the Rapid City and South Dakota!

LILLIE PENDLETON

Lillie is a Special Education teacher in the Adult Transition Program for the Rapid City Area Schools. She has been in the district since 2000. She started coaching the Special Olympics Summer games in 2005. She is also a member of the Black Hills Symphony Orchestra as their principle harpist. She has lived here in the Black Hills since 1984 and was a Michigan resident before that.

MYLES KENNEDY

Myles is retired from a distinguished banking career at Norwest Bank. He has lived in Spearfish for 19 years and has been involved with Special Olympics for 9 years, "a rewarding and enriching experience". He is a key member of the committee that brings Special Olympics area and state events to Spearfish. Myles joined the Special Olympics South Dakota board in January, 2010.

NANCY REBER

Nancy is native to Rapid City and is the Local Sales Manager for KEVN Black Hills FOX TV. She and her husband first volunteered with the Special Olympics in High School and now her son is doing the same. Nancy taught as a Special Education teacher in the Rapid City Schools for six years. Nancy has been involved with many community organizations and is excited to be involved with the Special Olympics again.

TAMMY BARROWS

Tammy is native to Rapid City and is the General Manager of Borders Bookstore. Tammy and Kevin have a son, Jesse, who is a Special Olympics athlete. She is on the board of Big Brothers Big Sisters and serves on the Chamber of Commerce Cultural Affairs committee. She helped to start the DaCoda Instrument Drive in 2003. She loves helping the kids in our community be the best that they can be.

JAMIE DAVEY

Jamie has lived in the Black Hills all his life and graduated from Stevens High School in 2001. Jamie is an accomplished bowler in the Meadowood Kings Bowling League. He has participated in Special Olympics for 13 years, and says "There is a lot of pride and accomplishment being with Special Olympics."

CHRIS QUAIL

Chris is a real estate agent with The Real Estate Group in Rapid City. He has been a volunteer/coach for Special Olympics skiing since 2012 and has enjoyed the experience of watching the progress and fun from year to year. Chris is originally from Des Moines, Iowa but the Black Hills has been his home since 2003.

JASON ALLEY - Principal/Creative Director

Jason is a graphic designer with a knack for creating pictures of the moving kind too. Jason was previously associate creative director at MercuryCSC in Bozeman, Montana. Jason is skilled in graphic design, copywriting, and broadcast production. This experience is reflected throughout Message's award winning integrated branding campaigns for corporate and non-profit clients. Jason's work has won hundreds of awards including multiple local, regional and national Addys for print and video production.
